The Demise of the 28-Article Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the tension sparked by the announcement of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been contained. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are waged: hopeful statements are delivered from multiple capitals. Considerable effort is expended on restraining particular approaches. By night, the Kremlin clearly shows the world that, for them, military action persists as the main instrument for achieving "resolution".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor projectile deployments from Russian territory, a ability provided through current data. From vantage locations, Ukrainian air force fighter jets that had been dispatched to intercept incoming cruise missiles roared overhead – modern combat jets provided to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons activated: several firings targeted at a hostile projectile. This was a modern interception technology at work, presumably delivered by Western nations. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly gives way to resigned acknowledgment: possibly the hostile projectile won't strike its target this time, preventing destruction from ruin and additional electricity failures.

Persistent Threats

Soon after, a heavy machine gun fired at a unmanned aircraft close by, part of a defensive team – most likely allied-provided weaponry. Regrettably, the shots failed to hit the hostile drone – it pressed on overhead toward its objective.

Periodically, this carried on until dawn. Kyiv faced the early updates: multiple fatalities, damage and heating outages in numerous residences as a result of the evening attack. As always, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on international aid – a need that European nations are clearly incapable to replace in the near term.

Failed Diplomacy

The comprehensive proposal from US administration sparked intense emotion, controversy and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new proposal from Washington unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually win the battle. This trend will, certainly, persist.

Strategic Calculations

It is easy to blame particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. US administration operates on a principle familiar among experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The White House assumes that it is impossible to force Russia to relinquish the territory that it presently holds in Ukraine's south or east.

The problem is that while acknowledging this situation, Washington does nothing to discourage Russia, through words or deeds, from assuming that the status quo will not evolve additionally in its favour in the months ahead.

Divergent Views

Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its supporters are nearing depletion. Their motivation to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing civilians and areas but preventing a complete military breakdown until circumstances change in its benefit.

Existing Situation

Realistically, there are no genuine requirements for a armistice. Now, personal considerations are coming into play: leadership ambitions to negotiate peace and secure international recognition, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any proposal Kyiv finds unworkable, so that their priority does not shift toward homefront challenges. And although their task will now be significantly challenging after current events, it remains highly unlikely that this will change their overall approach.

These opposing factors are driving the talks.

Assessment and Future

It took a mere seven days to eliminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, current information leaks, all achieved their purpose.

While new plans based on previous concepts are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and reflect specific hesitation to modify developments, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, largely rely on ongoing international assistance.
